In 2026, we see a consensus among leaders in Northern Ontario and nationally for investing in improved safety and expanded capacity across Northern Ontario's highway network. This report argues that on most sections of the Highway 11-17-71 corridor in Northern Ontario, upgrading two-lane roads to 2+1 roads is a better approach than highway twinning. At the traffic level seen in most of the North, 2+1 roads offer similar safety and traffic flow benefits to highway twinning and can be built faster and at a lower cost.
